Town Meeting Warning and Article Legal Requirements

The Town Meeting Warning is the most important document to ensure a successful town meeting. Proper wording of town meeting articles and of the warning itself is important for many reasons, including compliance with Vermont law; telling your citizens where, when and how to vote; and making sure they understand the questions asked and possible outcomes. Attendees will learn the basic legal requirements of the Town Meeting Warning and review VLCT’s set of model articles.

<p>Kail Romanoff currently advises as well as develops and implements trainings on municipal law for municipal officials throughout Vermont. A member of the Underhill, Vermont planning commission, he worked previously as Underhill’s zoning administrator and in private practice handling real estate matters. Prior to law school, Kail gained 10 years of experience in land development as a land surveyor working in Vermont, New York, and Wyoming. His educational background is in law, geography, geology, environmental studies, and climate science. </p>
