The Fall 2025 Planning and Zoning Forum will focus on key initiatives shaping Vermont’s future in housing, land use, and community development. Participants will gain insight into new funding opportunities, recent changes to Act 250, and the implementation of statewide housing legislation—all designed to support municipalities in their planning and zoning efforts. In-person registration closes on Wednesday, October 15th, 2025. 


  • Community Housing and Infrastructure Program (CHIP) Overview – Learn how this $2 billion investment will support housing and infrastructure in rural Vermont, and how towns can participate. 
    Presenters: Samantha Sheehan, Municipal Policy and Advocacy Specialist, VLCT
  • Discover Act 250's New Secret Sauce: Tier 1A and B – Explore how municipalities can take advantage of Act 250 exemptions, the application process, and requirements for Tier 1 approvals. 
    Presenter: Sarah Hadd, Vice Chair, Vermont Land Use Review Board
  • HOME Act Q&A – Get answers to your questions about HOME Act implementation from state experts.
