This annual training explains basic municipal budgeting principles, how to comply with legal requirements, and best practices for preparing the budget for town meeting. This year you’ll also learn about VLCT’s new government finance assistance, which is supported by the U.S. Department of Agriculture – Rural Development (USDA-RD). Attend this timely webinar and live Q&A as you embark on your budget development process.

1.  Legal Parameters of Budgeting, Spending, and Borrowing  
Each year, voters must approve the municipality’s budget. This session will cover statutory legal requirements for crafting the town meeting warning, setting the tax rate, and handling a failed budget vote. Attendees will also learn several basic principles for administering the municipal budget.

2. New Government Finance Assistance for VLCT Members
Thanks to grant funding from USDA-RD, VLCT recently added a new Government Finance Specialist to deepen its bench. Meet our newest team member and learn more about the assistance you can access to help you manage your municipality’s money better.

Kail Romanoff
<p>Kail Romanoff currently advises as well as develops and implements trainings on municipal law for municipal officials throughout Vermont. A member of the Underhill, Vermont planning commission, he worked previously as Underhill&rsquo;s zoning administrator and in private practice handling real estate matters. Prior to law school, Kail gained 10 years of experience in land development as a land surveyor working in Vermont, New York, and Wyoming. His educational background is in law, geography, geology, environmental studies, and climate science. &nbsp;</p>
