Effective BCA Property Tax Assessment Appeal Hearings: Virtual

Vermont property owners who are not satisfied with the assessed value of their property may request a grievance hearing with the board of listers and may further appeal the listers’ decision to the town’s Board of Civil Authority (BCA). In towns undergoing reappraisals, the number of appeals to the BCA can increase significantly.
We offer two free training options on effective BCA hearings – thanks to support from the Vermont Department of Taxes – for selectboard members, justices of the peace, town clerks, BCA members, listers, assessors, and town treasurers.
Effective BCA Property Tax Assessment Appeal Hearings: Zoom Session 1
Focused specifically on the BCA hearing process, this session reviews the legal and practical parameters within which the BCA must operate and outlines how to conduct a fair and impartial hearing – including deadlines, participation rules, due-process requirements, evidence management, and decision-making obligations.
