REQUEST FOR BIDS

The Town of Jamaica is requesting sealed bids for the following project:

Ball Mountain Brook Debris Removal Project - 2024 (AMENDED Scope of Work)

Project(s) Description:

The awarded Contractor will remove up to a total amount of 17,000+/- cubic yards of river rock and sandy sediment material from the existing stream channel of Ball Mountain Brook between the Depot Street Bridge (by Water Street) and the Jamaica Volunteer Fire & Rescue (JVFR) property at 4017 VT Route 30 Jamaica, Vermont, establishing a new center “pilot channel” in both debris deposition locations. 

The first location is the debris deposition area (Site A) adjacent to the JVFR Building near the VT Route 30 Bridge and the second location (Site B) is a deposition area along Water Street, above and below the concrete Depot Street Bridge. 

The scope of work components is specific to removing boulder and sediment material from the two existing deposition areas, crushing this rock debris material pulled from the stream channel, staging the rock crushing activities in an adjacent location outside the stream channel, and hauling the processed material off-site for town crew to grade the processed material on these identified local roads.  The work also includes creating a “flood bench” adjacent to these pilot channel locations.    

The roads where the crushed stone material will be hauled are all within three (3) miles or less from the crushing operation.  The roads proposed for accepting this processed rock material may include Turkey Mountain Road, West Jamaica Road, South Hill Road, Mountain Acres Road, Dalewood Road, and Pikes Falls Road.  The town will perform the necessary roadway improvements with the material hauled by the awarded contractor.  Hauling the processed material to designated drop-off locations would be the only task called for the hauler in this project phase. 

As part of the RFP Amendment effort, the Town of Jamaica, in coordination with VTrans and the state River Engineer, has decided to omit the removal of a small deposition pile located directly under the VT Route 30 bridge from the scope of work.  Referenced on the Site A map as a 2’ tall deposition area.     

Per the 17,000+/- cubic yard benchmark now assigned to this project, the amounts of rock and sediment debris removal will be split equally in Site A and Site B locations, where 8,500+/- cubic yards will be removed from each debris deposition area. 

The design of the flood bench area within the project limits calls for the contractor to create a structure that rests approximately one (1) foot below the average stream flow level for that section of Ball Mountain Brook.  The state River Engineer will work with the awarded Contractor on the flood bench designs for both project locations. 

The Pilot Channel will be approximately 25’ wide in both Site A and Site B locations.  The depth of the channel will be excavated to a range between zero (0) to 4 (4) feet below the existing channel depth in both deposition locations.  The final depth will be determined by the River Engineer comparing stream profile sections upstream and downstream of the pilot channel alignment proposed for potential excavation work. 

Dust Control will be the responsibility of the Contractor to ensure dust stays on site during the construction phase, where watering and/or chloride applications shall be employed as needed during construction activity specific to hauling, rock crushing, and jackhammer activities. 

If the Contractor cannot find rock suitable to go through the rock crushing machine (below 24” in diameter) for that respective deposition area, the rock over the 24” threshold will be broken with a jackhammer within the stream channel to achieve a necessary rock crushing diameter.  If the contractor can pull the requisite amount of 2’ minus rock to achieve the rock crushing demands, no jack-hammering will be required.  The excess rock not removed from the stream channel will remain in place for the flood bench area conceptualized.  Large boulders already situated within the stream channel can remain in their existing location in coordination with River Engineer guidance.  No repositioning of boulders within the stream channel.

The crushed stone material output for road material will be processed to approximately 1.25” stone or less, utilizing a 1.5” screen.  The processed material will be hauled and distributed onto town-designated gravel road sections impacted by floodwaters from the July 2023 FEMA event.  Sediment pulled from the stream will be used in a mix of 1.25 inch stone to be placed on town roads.   

Any additional debris pulled from the stream channel that is not processed for road material will be temporarily stored adjacent to the Staging Area to be removed and disposed of by town staff in a coordinated manner during the construction phase. 

The River Engineer and town staff will monitor the daily activities of the project throughout the duration of the work and assist in quantifying the rock and sedimentation amounts removed from the stream channel.  The town has obtained the necessary state and federal permits and will oversee documentation related to this project referenced.

The Town of Jamaica, in coordination with the state, have decided the Staging Area for the project will take place at the Jamaica Volunteer Fire & Rescue site, in the rear of the parcel, adjacent to Ball Mountain Brook. 

In-stream dams or impoundments of stream flow water shall be approved by the state River Engineer prior to the work commencing. 

“Rock Trucks” can be utilized for pulling material from the stream channel, but they are not allowed to transport a full load of rock or sediment over town roads/bridges due to weight restrictions.

The final alignment of the ramps going into the stream channel will be in consultation with the state River Engineer.  The Water Street location will allow a portion of the roadway guardrail to be removed to allow for vehicular ingress/egress movements during the construction phase.  The embankment area disturbed by the access ramp will be brought back to its original pre-construction condition in this project scope, utilizing materials for repairing and stabilizing the embankment area of Water Street.  Other than the ramp areas into both Site A and Site B locations being repaired post-construction by the Contractor, the scope of work does not call for any embankment repair work or debris repositioning onto existing embankments in the work proposed for this RFP.  The work for this project is specific to debris removal within the stream channel.    

JVFR and Town staff will assist in designating/staking the staging area/work zone for the material crushing and hauling activities.  It was determined to create a temporary construction access route adjacent to the JVFR Building and the river, as opposed to utilizing the existing paved driveway/parking leading around the JVFR building.  This construction truck route will assist in protecting the pavement and benefit emergency response vehicle mobility.  The Contractor will install plywood over the pavement area accessing VT Route 30, where hauling trucks would leave/enter the property during construction phase activities. 

The state is allowing access into the river within a small, wooded area (12’ wide route) behind the JVFR building.  It was a location previously utilized post-TS Irene for a similar project.  Minor tree cutting would be necessary. The largest tree is 12 inches wide. 

The Contractor will be responsible for removing the grass within the staging area during the construction phase and replanting these disturbed grassed areas once work has been completed. 

Awarded Contractor(s) will be responsible for any necessary state/local coordination and workforce related traffic control demands.  The town emphasizes the importance of the safe movement of rock material from the Staging Area to project locations or disposal areas; understanding the impact large commercial dump/hauling truck activities can create on a small community during summer months. 

Construction activity related to material hauling, crushing, jackhammer, etc. will be restricted to Monday-Friday from 7:00 AM to 5:00 PM. 

NOTE:  VTrans has directed the town to transport hauled rock/sediment material from the Water Street deposition area to the JVFR location via Depot Street (and not Water Street) due to problematic intersection grades at VT Route 30 and Water Street.

It is the Town of Jamaica’s desire (weather permitting) to complete the scope of work proposed within an 8-week period, once the staging of the sites is complete.  The work to be orchestrated along Water Street will create a partial road closure during construction, where coordination with adjacent homeowners about the project is necessary.  The Town will assist in this effort for the awarded contractor. 

The Town of Jamaica is following the necessary FEMA process for this project and will oversee any necessary documentation with the awarded contractor related to the proposed project. 

Project Completion Date:

The project completion date is September 30, 2024.  No work will be done after September 3, 2024, without written consent from the Jamaica Selectboard.

Instruction to Bidders:

All bids must be submitted on company letterhead to serve as a bid form for quote proposal.  If your plan deviates from the proposed plan outlined, please provide a written explanation of your proposal for review and consideration.  The bid form must be filled out completely, signed, printed name of signature, and dated.  Handwritten bid forms must be done in ink and must be legible.  Corrections to handwritten bid forms must be initialed and dated.  Illegible bid forms will not be accepted.  If multiple bids are submitted, only the last one submitted shall be considered and the previously submitted bids shall be discarded.

Bids can be submitted as a Lump Sum for this project, with the understanding the debris removal and crushing activity will be limited to a total of removing up to 17,000+/- cubic yards of rock and sediment to be crushed and hauled to town roadways nearby.  The bid amount should reflect removing this specific rock debris element from the overall Site A work, as described in the revised scope of work for this RFP.  Any amendments to the RFP will be posted on the town website.    

On Thursday, July 11, 2024, at 3:30 PM, the Town of Jamaica will hold a Pre-Bid Meeting with the state River Engineer to go over the scope and RFP amendments proposed for this project at the JVFR location.  It is strongly encouraged that any interested bidders attend this meeting.

Bids must be received at the Town Office located at 28 Town Road, Jamaica, VT 05343 by 4:00 PM EST on Monday, July 15, 2024, as a Special Called Select Board Meeting at 6:00 PM.  Sealed bids delivered by person, overnight express, currier, or parcel post must be clearly marked “Ball Mountain Brook Debris Removal Project (Amended Version)”

Award of Project:

Selection will be awarded based on criteria of:

1) Best qualified to do the work in a time frame advantageous to the Town.

2) Ability to meet the terms of the contract and ability to provide quality service and within the community.   

3) Past performance of the bidder under previous contracts with the Town and elsewhere.

4) Lump Sum cost proposal submitted. 

Disclaimer:

The Town reserves the right:

(1) to accept or reject any and all bids in whole or in part and to accept other than the apparent lowest bid price as read;

(2) to amend, modify, or withdraw this Request for Bids;

(3) to cancel any and/or all projects prior to the start of construction without prior notification; (4) to request a submittal of supplemental documents or information from any and all bidders;

(5) to accept or reject a bidder’s request to hold a special pre-bid conference at a time and/or date to be determined.

The contractor agrees to furnish the necessary labor, equipment and materials to perform all work in accordance with the Request for Bid, Additional Specifications, Project Documents, the State of Vermont Agency of Transportation Standard Specifications for Construction 2018, and its latest revisions, and the latest version of the MUTCD.

Warranty:

The Contractor shall warranty materials and workmanship for a period of one year from the date of completion.  Defects and associated repairs shall be reviewed by the town prior to the remedial work.  All remedial work shall be completed by the Contractor at no additional cost to the Town.

Insurance:

Bids should include a copy of the Liability/Workers Comp. Insurance coverage. Typical commercial liability coverage levels (Minimum $1,000,000) will be called for to address the necessary scope of work entertained for this project.
