- Description
Project(s) Description:
The awarded contractor(s) will remove approximately 15,000 cubic yards of river rock and sandy sediment material from the existing stream channel of Ball Mountain Brook between the Depot Street Bridge (on Water Street) and the Jamaica Volunteer Fire & Rescue (JVFR) property at 4017 VT Route 30 Jamaica, Vermont. There are two separate rock deposition areas located within the project limits. The first location is the debris area (Site A) adjacent to the JVFR Building and the second location (Site B) is a deposition area along Water Street, above and below the Depot Street Bridge.
The scope of work includes the removal of the rock/boulder material from the two existing deposition areas, crushing this rock debris material pulled from the stream channel, staging the rock crushing activities in an adjacent location outside the stream channel, and hauling it off-site to be utilized on town gravel roads. The roads where the crushed stone material will be hauled will include Turkey Mountain Road, West Jamaica Road, South Hill Road, Mountain Acres Road, Dalewood Road, and Pikes Falls Road. The town will perform the necessary roadway improvements with the material hauled by the awarded contractor.
The crushed stone material output is to be processed to approximately 1.5” stone, to be hauled and distributed onto town-designated gravel road sections impacted by floodwaters from the July 2023 FEMA event.
The VT DEC River Engineer has allowed the loose sediment in the stream channel to be removed as part of the project, where the removal depth will be to the height of the average stream flow level for that section of Ball Mountain Brook. The River Engineer will monitor the daily activities of the project throughout the duration of the work and assist in evaluating the rock and sedimentation amounts to be removed from the stream channel. The town will obtain the necessary state and federal permits and documentation related to this project referenced.
The town has three locations that could potentially serve to stage the rock crushing and processing material hauling activities, though the town would prefer the rear area of the JVFR property as the preferred centralized location. The plan would be to haul the small/medium sized boulders from the deposition area next to JVFR and from the Water Street deposition area, both to the JVFR site for rock crushing and material hauling. It will be the discretion of the awarded contractor to utilize this site, or the other locations proposed:
- Jamaica Volunteer Fire & Rescue Building - rear of the parcel. (Preferred)
- Water Street – on-street near the Depot Street intersection.
- Town Garage – near the Cheney Building.
The awarded contractor(s) can seek alternative locations for staging the rock crushing and material hauling operations, but these locations will need property owner approval and would be subject to River Engineer and Town of Jamaica final approval. Approximate deposition levels are shown on the corresponding site maps provided.
Awarded Contractor(s) will be responsible for any necessary state/local coordination and manpower related to traffic control demands. The town emphasizes the importance of the safe movement of rock material from staging areas to project locations or disposal areas, understanding the impact large commercial dump/hauling truck activities can create on a small community during summer months.
It will be the awarded Contractor’s responsibility to dispose of any rock/woody material that cannot be crushed on site and/or repurposed by the town at the time of the material removal process phase. The town necessitates the awarded Contractor(s) to provide sites and/or property address locations, quantity amounts, etc., where any unused in-stream material will be disposed of as part of the project process.
It is the Town of Jamaica’s desire (weather permitting) to complete the scope of work proposed within a 4-week period, once the staging of the sites is complete. The work to be orchestrated along Water Street will create a partial road closure during construction, where coordination with adjacent homeowners about the project is necessary. The Town will assist in this effort for the awarded Contractor(s).
The Town of Jamaica is following the necessary FEMA process for this project and will oversee any necessary documentation with the awarded Contractor(s) related to the proposed project.
The Town proposed a Pre-Bid Site Visit on Thursday, June 20, 2024, at 8:30 AM to meet at the JVFR Building with the state River Engineer and the Town about the proposed project, to answer technical questions that may arise in this operational initiative conceptualized.
