Position Overview: This role reports directly to the Mayor of the City of Rutland and is a contracted position funded by the Vermont Office of Economic Opportunity with the goal of bolstering assistance to Vermonters experiencing homelessness in Rutland City. The position will focus on enriching technical assistance and service coordination, enhancing local coordination efforts to address housing and homelessness issues. The goal of this position is to foster a community where residents of greater Rutland have access to safe, stable and affordable housing and instances of homelessness are brief and rare. The anticipated term of this position is approximately 18–24 months depending on funding.

Duties and Responsibilities:

Cultivate and nurture collaborative relationships within the local continuum of Care, the network of community caregiving partners, to ensure seamless coordination and effective service provision for families and individuals experiencing homelessness.

Regularly attend local continuum of Care meetings to stay abreast of developments and contribute insights.

Devise a strategic plan outlining the vision, goals, outcomes, structure and sustainability of city and community programs and policies to support households experiencing homelessness or at risk of homelessness. The plan should delineate the city's role in ongoing efforts to combat homelessness, spanning from program development to unit establishment.

Organize and oversee citywide outreach initiatives and community events aimed at involving clients, providers, and the public in the planning and execution of strategies.

Identify and assess needs specific to the sheltered and un-sheltered homeless population, presenting findings and proposing viable solutions. This includes planning and coordination for a city-supported housing campus, helping to develop the program model and identifying and leveraging appropriate resources.

Minimum Qualifications:

Bachelor's degree in Public Policy, Social Sciences, Public Health, Public Administration or similarly related field of study;

Four (4) years of experience in the development, delivery, monitoring or evaluation of community programs;

Two (2) years of experience working with individuals experiencing homelessness
