The Town of Windsor is seeking an experienced Fire and EMS leader to serve as its next Fire Chief.

The successful candidate will need to be a visible and credible leader with a record of effective command experience. The candidate must also have a demonstrated understanding of the operational and financial complexities – and realities – of a small, but active, municipal organization.

The new Chief will:

• Engage in financial planning, budget development and management, capital planning, EMS contracting and billing, and fiscal sustainability efforts for the department;

• Direct all-hazards emergency planning and preparedness;

• Evaluate staffing, apparatus deployment, and service-delivery models;

• Develop an environment of accountability, mentorship, communication, and commitment to service;

• Seek ways to strengthen recruitment and retention, as well as labor, community, and interagency relationships;

• Maintain the department’s performance standards while seeking ways to evolve, innovate, and adapt, blending consistency with creative problem-solving.

The position reports to the Town Manager, and oversees 14 full-time and ~20 part-time employees, an operating budget of more than $1.5 million, and relationships with neighboring communities and local institutions.

Required Qualifications:

• Bachelor’s degree in a related field, though a combination of relevant education and experience would be considered;

• At least seven to 10 years of Fire and EMS experience, including at least five years in a leadership role;

• Extensive experience with the fire service, ambulance/EMS service, emergency management, supervision, and budget development and management;

• ICS 300 certification, or the ability to obtain within six months of hire;

• Firefighter II certification or equivalent;

• Hazardous Materials Operations Certificate, or the ability to obtain within 12 months of hire;

• An active EMS license.

Preferred Qualifications:

• Fire Instructor I certification;

• Pumping Apparatus Driver Operator certification;

• Fire Officer II certification and Vermont Critical Care endorsement;

• ICS 400 certification;

• Chief EMS Officer (CEMSO) credential from the Center for Public Safety Excellence, Executive Fire Officer (EFO) certification from the National Fire Academy, or Chief Fire Officer (CFO) designation from the Center for Public Safety Excellence.

The salary range for this position is $90,000–$110,000 annually.
