Department of Public Works — Project Lead
Position Summary
The Town of St. Albans is seeking a motivated and detail-oriented Project Lead to join the Department of Public Works. This position works under the direction of the Director of Public Works to manage and coordinate municipal infrastructure and capital improvement projects from initiation through completion. The Project Lead plays a key role in project governance, grant procurement, bid solicitation, and stakeholder reporting to ensure public works projects are delivered on time, within scope, and within budget.
Essential Duties and Responsibilities
• Lead and coordinate ongoing project management activities for Department of Public Works projects, reporting regularly to the Director of Public Works on project status, risks, and governance.
• Research, apply for, and manage grants to fund public municipal projects, including tracking compliance and reporting requirements.
• Develop and issue Requests for Proposals (RFP's) and other bid solicitation documents for contractors and vendors.
• Evaluate bids and proposals in coordination with the Director of Public Works and other relevant town officials.
• Manage project scope, schedule, and budget throughout the project life cycle, identifying and addressing scope changes as needed.
• Prepare and deliver regular project updates and reports to the Director of Public Works, town officials, and other appropriate stakeholders.
• Coordinate with contractors, engineers, vendors, and town staff to ensure project milestones are met.
• Maintain accurate project documentation, including contracts, correspondence, and compliance records.
• Monitor construction activities for adherence to project plans, specifications, and applicable codes and regulations (where applicable).
• Support the Director of Public Works with other project governance and administrative duties as assigned.Minimum Qualifications
• High school diploma or equivalent required.
• Demonstrated experience in project management, preferably within a public works, municipal, or construction-related setting.
• Strong organizational, written, and verbal communication skills.
• Ability to manage multiple projects simultaneously and meet deadlines.
• Proficiency with standard office software (e.g., Microsoft Office Suite) and project management tools.
• Valid driver's license in good standing.
Preferred Qualifications
• Bachelor's degree in Construction Management, Civil Engineering, Public Administration, or a related field.
• Project Management Certification (e.g., PMP, CAPM, or equivalent).
• Experience in construction management.
• Experience applying for and administering municipal or state/federal grants.
• Familiarity with municipal procurement processes and public bidding requirements.
