Project Description
To provide engineering and design services to replace two sections of wastewater line. The Ductile Iron portion that is referenced here: "Recreation Field Rd (TH-11) Water/Sewer System lines, GPS: 44.27409, -72.42916: Remove and replace 1 each of Ductile iron pipe, 40 FT long x 10 IN in diameter. (WTBC = 50%)" is the section of line that extended out into the river to get the effluent into the middle of the river current.
For section 2: "Recreation Field Rd (TH-11) Water/Sewer System lines, Start GPS: 44.27471, -72.42839 / End GPS: 44.27413, -72.42913: Remove and replace 1 each of AC Sewer line pipe, 303 FT long x 10 IN in diameter. (WTBC = 50%) Remove and replace 1 each of Precast concrete manhole, 15 FT long x 4 FT in diameter. (WTBC = 50%)" there would need to be two manholes installed as shown in red in the map below.
The preexisting line was overtaken by flood waters during the 2024 July flood event. Project is dependent on FEMA funding for 2024 (DR-4810) projects. The town highly encourages a site visit to adequately address the locational issues and discuss options with Wastewater staff.

Tax Exempt Status
The Town of Plainfield is exempt from State of Vermont sales tax.
Bid Selection
- The Water/Wastewater Commission including the Wastewater Operator in a joint Select Board Special meeting meeting on Tuesday, May 26, 2026 at 5:30 P.M, will open bids and make the selection of a contractor, after reviewing all submissions for SAM ID or State of Vermont debarment.
- The Town reserves the right to select any bid for any reason, and to reject any or all bids wholly are in part, to waive any informalities or immaterial irregularities therein, to accept any proposal even though it may not be the lowest cost, to call for rebids, and to make an award which in its sole and absolute judgement will best serve the Town’s interest.
Schedule
All work under this contract is to be completed by October 31, 2026.
Payment Schedule
To be paid upon the completion of work and written acceptance of the Town.
Insurance
Prior to starting work the selected bidder will be required to provide a Certificate of Liability Insurance with liability coverage of no less than $1,000,000 per occurrence and $1,000,000 per aggregate, naming the Town of Plainfield as an additional insured. The Certificate must also include Workers Compensation Insurance, unless the selected bidder has no employees, in which case a Non-Employee Work Agreement and a Liability Hold-Harmless Agreement will need to be signed.
Bid and Project Specifications
The project is for engineering and design to replace the existing Wastewater outfall and bring to current Vermont standards. The design must be able to meet all necessary permits as required to ensure FEMA reimbursement.
Responses to the Request for Proposals should consist of:
- A letter expressing interest in working with the Town of Plainfield on this project.
- A description of the approach to be taken to carry out the proposal.
- Documentation of relevant experience, qualifications, and licenses.
- Proposed fee structure.
- Timeline, benchmarks, and anticipated completion date.
- Bids should be marked, “Wastewater Outfall Engineering Bid” and SAM ID included on the outside of the envelope.
