TOWN OF BERLIN, VERMONT
Department: Administration Position: Assistant Town Administrator/Zoning Administrator Supervisor: Town Administrator
Job Summary: This position is assistant to the Town Administrator and acts as Administrator’s representative in the Administrator’s absence. The Assistant Town Administrator is the principal staff person responsible for administration and enforcement of the Town of Berlin Zoning regulations.
General Expectations: This position has a high degree of responsibility for assuring compliance with Berlins Zoning Regulations and state statute, Chapter 117 and related provisions. This position must have or quickly become knowledgeable about all aspects of the local development review process, and with the regulatory and review procedures of state agencies that may also have jurisdiction for a given development project. This position also has oversight and management of the areas in the Town located in the 100-yr. floodplain including the municipalities’ membership in the FEMA sponsored Community Rating System (CRS). This position has a high degree of independence to ensure overall administration of the Town, capability to make decisions in the absence of the Town Administrator and possess knowledge of Vermont land use laws; and ability to learn and apply day-to-day zoning duties. Duties and Responsibilities (include but are not limited to): 1. To serve as back up to the Town Administrator 2. To oversee and process zoning applications as prescribed under 24 VSA Ch.117 Sec.4448. 3. Staff Assistant to Planning committee and Design Review Board and attend associated meetings. 4. To prepare and plan agendas for the above-mentioned boards and committees. 5. Ensure accurate minutes are kept of meetings and filed in Town Records appropriately. 6. Maintain, update and secure zoning records. 7. Assist applicants with the zoning requirements and process. 8. Work with applicants to address questions regarding properties or excavations within the Towns right of way. 9. Assist other Town departments as needed and perform tasks assigned by the Town Administrator or Selectboard. 10. Attend Selectboard meetings in the absence of the Town Administrator. 11. Adhere to Town Policies and procedures and maintain high ethical standards while carrying out duties. 12. Attend training and education seminars that are relevant to duties. 13. Other tasks as assigned. Physical Requirements: Ability to sit for periods of time in an office setting while attending meetings. Able to walk and stand for periods of time while inspecting a zoning code requirement at a variety of locations in changing weather conditions. Qualifications: 1. Bachelor’s degree from an accredited institution or equivalent experience in a municipality preferred. 2. Proficiency in the use of standard office equipment, computer hardware and software and/or the desire and ability to learn. 3. Ability to lead and aid as needed to staff to reach desired outcomes. Establish and maintain effective working relationships with town officials, employees, officials of other government jurisdictions, consultants, contractors and the general public. 4. Must be comfortable working with the public and be able to work effectively with a wide variety and diversity of people. Must have good written and verbal skills and be highly organized. 5. Familiarity with state statutes regarding municipal laws is preferred. Compensation: Pay to commensurate with experience. Range expected to be between $35.00 to $40.00 per hour with overtime after 40 hours to start. The Town of Berlin offers a very good benefits package.
