Position Title: Payroll\Computer Clerk

Department: Finance

 

 

Compensation:  $25.91 - $29.18 per hour per union scale. Candidates with prior payroll experience may be eligible for entry at a higher step, up to $32.22 per hour, subject to union guidelines. Payrates are set by the Collective Bargaining Agreement Between the City of Barre and United Steelworkers local #4.

 

Summary/Objective

Under the direction and supervision of the Director of Finance, performs responsible payroll administration, processes employees’ paychecks by collecting their payroll data and timesheets.  Duties include verifying employees’ work hours and payment through the payroll system, issuing deductions, earnings and other statements to employees and updating payroll records regularly. Ensures compliance with local, state and federal regulations in regards to payroll.

 

Essential Functions

Reasonable accommodation may be made to enable individuals to meet the following:

1. Maintains payroll records for all city employees.

2. Maintains and updates the payroll system in regard to personnel information, payroll data, deductions, job changes, exemptions etc.

3. W9’s, Insurance Certificates, Non-Employee work agreements

4. Monthly reporting for VMERS and Union Dues

5. Quarterly reporting Federal and State for Unemployment.

6. Annual Workers Compensation audit.

7. Maintains records on employee leave time.

8. Enters new employee information into the payroll system and trains employees on usage of time reporting.

9. Prepares and presents payroll and leave reports to the Director of Finance.

10. Enters accounts payable and other pertinent data.

11. Calculating payroll liabilities by determining employee taxes, including federal and state income and social security tax, and calculating employer’s payments for social security, unemployment retirement and worker’s compensation.

12. Resolving payroll discrepancies and answering any employee payroll inquiries

13. Maintaining all payroll operations according to City policies and procedures

14. Reconcile and distribute tax documents to employees and vendors.

15. Monitors and reports on benefit reimbursements i.e., vision, boots, clothing etc.

16. Performs other duties as required.

Necessary Knowledge, Skills and Abilities:

1. Knowledge of modern office equipment (Printers, Copiers, Scanners, faxes etc.), practices and procedures.

2. Knowledge of accounting procedures such as credits and debits.

3. Strong computer skills such as typing, system and software knowledge

4. Accurate data entry skills with great attention to detail

5. Being an effective team player

6. Ability to communicate clearly in English, both orally and in writing.

7. Ability to deal courteously and tactfully with the staff, vendors and the public.

8. Ability to make minor decisions in accordance with laws, ordinances, regulations, and established policies and procedures.

Special Skills for this position

1. Knowledge of State and Federal labor laws in regard to  payroll.

2. Demonstrated Microsoft product knowledge of Word to include extensive knowledge in Excel.

3. Knowledge Adobe Acrobat.

Required Education and Experience

1.      Education: High School Diploma or equivalent.

2.      Certification Preferred: American Payroll Association (APA) Certified Payroll Professional (CPP) Fundamental Payroll Professional (PFC)

3.      Experience: Minimum of 5 years’ experience in Payroll processing or benefit accounting.

4.      Clerical -- Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, note taking, designing forms, and other office procedures and terminology.

5.      English Language -- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

6.      Customer and Personal Service -- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

7.      Computers and Electronics – Knowledge of and proficiency with Microsoft Office suite to include: Word, Excel,  Power Point and Outlook.. Ability to conduct internet research and assemble data.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

While performing the duties of this job, the employee regularly works in an office environment. The noise level in the work environment is usually moderate.

 

Position Type/Expected Hours of Work

This position is classified as non-exempt full-time. Standard days and hours of work are Monday through Friday, 7:30a.m. to 4:30 p.m., with a one-hour lunch break. However, the position requires the ability to work during non-standard hours when the need arises.

Travel

Local travel may be required for training or meetings.
