Plainfield, Vermont, a town of about 1400 people, seeks a full time Town Treasurer and Finance Director to oversee the Town’s finances, fulfilling the statutory duties of a Vermont Town Treasurer, and other duties as described. Our annual operating budget is currently under $2 million.

Status: Full time, salary range $55,000 – $60,000, commensurate with experience, generous benefit package.

Job Summary: The Town Treasurer and Finance Director is responsible for the town finances and works under the direction of the Select Board.

Major Duties and Responsibilities

Working under the direction of the Select Board, responsible for:

  • Collection and payment of taxes, including municipal and school taxes.
  • Managing Payroll & Withholding.
  • Making weekly deposits to our local bank.
  • Working closely with the Listers and the Select Board to help set the tax rate and keep records of those rates.
  • Oversee and facilitate the implementation of the Town’s Procurement Policy.
  • Working closely with the town auditors and make monthly reports to the Select Board of town accounts, including operating budget versus actual year to date, debt and debt service, reserve funds, grants, and investment accounts.
  • Oversee and facilitate financial aspects of grants, including applications, expenditures, accounting, and reporting.
  • Helping the Select Board formulate the town budget and capital asset management plan.
  • Prepare financial and narrative reports for Town Meeting (publication in Town Report).
  • The ideal candidate should know NEMRC or be able to learn the NEMRC Systems in the first few weeks after hire.

Requirements and Qualifications

a. Certification in Bookkeeping or Accounting, with at least three years experience in a municipal, business, or non-profit setting, preferably municipal.
b. Compliance with GAAP.
c. Competence with Google workspace including Gmail, Google Docs, Google Calendar and a familiarity with video meeting platforms (ZOOM and Google Meet).
d. Ability to communicate effectively orally and in writing.
e. High School Diploma or equivalent.

Contacts with the Public: The Town Treasurer and Finance Director must be willing and able to interact with the public in a cordial, courteous, and respectful manner, specifically during public hours (M, W, F 8am-4pm)

Work Environment: The work is done on-site in an intimate office setting.

Supervisory and Management Responsibilities: The Town Treasurer and Finance Director shall manage financial operations and work with the Assistant Treasurer to ensure all functions are being completed.
