Job Title: Enforcement Officer (EO)

Salary Range:  This is a full-time 40 hour per week position compensated at Grade 3 on the CVSWMD Compensation Schedule. The July 1, 2025 compensation rate for this position is $27.24 to $35.43 per hour ($56,657 to $73,685 annually.)

 

Position Description

The Enforcement Officer (EO) is responsible for licensing waste haulers and collecting reports on waste generated in CVSWMD member towns. They record and manage this data and coordinate reporting to the State solid waste program. They are also responsible for enforcement of CVSWMD solid waste ordinances and regulations, which includes travel and meetings with waste haulers and facility operators. Additionally, this position manages the Franchise Fee Reviewer (FFR) contract with the State of Vermont.

 

Primary Responsibilities

Hauler Licensing

  • Manage yearly licensing of waste hauling businesses in CVSWMD.
  • Work with State of VT to ensure waste haulers are fully licensed.
  • Maintain records of licensed haulers and communicate these to the public.
  • Educate haulers on Franchise Fee program and regulatory requirements.

Data Management

  • Maintain data on waste generation and diversion rates in CVSWMD.
  • Maintain database of out-of-state facilities accepting VT waste and who uses them.
  • Analyze data for CVSWMD reports to the State solid waste program.
  • Track waste volumes and tonnages in CVSWMD and disposal locations.

Reporting and Recordkeeping

  • Collect monthly waste tonnage reports and surcharges paid by haulers operating in CVSWMD.
  • Ensure CVSWMD surcharge and State Franchise Fees are collected.
  • Conduct monthly, quarterly, and annual reporting for FFR contract.
  • Document enforcement actions and non-compliance.

Auditing

  • Review and inspect hauler reports to ensure accuracy and compliance.
  • Conduct load and record checks at waste collection sites and facilities.
  • Review solid waste facility reports and Franchise Fee reports quarterly.
  • Review hauler websites and signage to ensure compliance.
  • Document and follow up on audits and reviews with enforcement as appropriate.

Enforcement

  • Work with State, municipalities on non-compliant/unlicensed haulers.
  • Issue violations and fines to non-compliant waste haulers and businesses.
  • Manage enforcement work, including scheduling, conducting, and attending audits, investigating and documenting enforcement actions, attending enforcement hearings, and legal proceedings as necessary.

Meetings

  • Arrange and staff annual hauler meeting.
  • Meet with haulers for inspection of paper work, vehicles, and facilities.
  • Work with Outreach staff on business auditing, education, and enforcement.
  • Recommend changes and updates to CVSWMD solid waste ordinance and policies to the General Manager and Board of Supervisors.
  • Attend meetings and hearings of the CVSWMD Board of Representatives, the Judicial Bureau, and the State Solid Waste Program.

Additional duties as assigned by the General Manager.

 

Required Knowledge, Skills, and Abilities

  • Knowledge of waste storage, transportation, and disposal regulations preferred.
  • Effective verbal and written communication skills required. Written documentation and reports, clear communication, and information exchange are key deliverables.
  • Strong interpersonal skills and conflict resolution skills are required. The ability to remain composed and represent CVSWMD well in stressful situations is essential. Ability to work both independently and collaboratively is important.
  • Strong understanding of math and computer proficiency required for reporting, recordkeeping, billing, and data management.
  • Valid driver’s license and a reliable personal vehicle are required. Though District fleet vehicles may be available for use, staff’s personal car may need to be used with a per mile reimbursement.
  • Ability to read, research, comprehend and follow complex written and verbal instructions, including regulatory and legal documents.
  • Excellent time management, organization skills and a high attention to detail required.
  • Criminal background check required.

 

Education and Experience

  • A high school diploma or G.E.D. with at least 4 years of relevant work experience is required.
  • A bachelor’s degree in the fields of solid waste, environmental conservation, resource management, or a comparable field is preferred.
  • Experience in customer service or work that involves interaction with the public is required.

Working Conditions

Work will be conducted Monday through Saturday. A typical workday will take place between the hours of 8AM-4PM. Approximately 50% office work and 50% field work. Local and regional travel is required. Some work is done outdoors in all types of weather. Availability on various Saturdays is required.
