REQUEST FOR PROPOSAL
MANCHESTER, VERMONT ENERGY RESILIENCE WORK
SECTION 1: SUMMARY AND BACKGROUND
1.1 The Town of Manchester, Vermont is seeking respondents to a Request for Proposals from qualified contractors to complete eave edge weatherization/insulation in the Town Hall building located on Jeff Williams Way, Manchester Center, VT 05255.
1.2 The Town desires to insulate eave edges and portions of the interior roof slope for an approximately 11,000 square foot building.
1.3 The Project shall include the following, or suitable and appropriate equivalent:
- Eave edge weatherization: Remove ceiling tiles along the eave edge to access the top of walls and accessible portions of the roof slope. Remove fiberglass insulation on the wall above the dropped ceiling. Spray an average of 3” of closed-cell spray foam on the wall above the dropped ceiling. Spray an average of 5” of closed-cell spray foam on the underside of the roof (with a skim coat over the steel beams) extending approximately 4 feet up from the eave wall. Apply a fire-intumescent paint to all exposed spray foam. Install plastic protective sheeting over the work areas. Reinstall any ceiling tiles removed.
- Equinox conference room: same approach and requirements as described in 1.3.1 above, with spray foam on the underside of the roof extending to the vertical block at the back of the Kilburn meeting room. Install plastic protective sheeting over work areas.
- Hallway/locker room/bathroom walls: furnish and install Thermax rigid insulation on the walls of the hallway locker room and adjacent bathroom.
- Complete the project while attempting to limit disruption to the regularly scheduled work times as much as is reasonably possible. To the extent possible, the Town encourages some work to be completed on weekends to reduce disruption to the regular work schedule.
The Town of Manchester will be responsible for moving items (furniture, file cabinets, etc.) away from the exterior walls and moving them back after work is complete.
1.4 The Town of Manchester shall acquire necessary permits, if any, for the Project, and shall cooperate in scheduling and relocating meetings to allow the successful bidder to complete work in a timely fashion.
SECTION 2: RFP RESPONSES
2.1 Bid responses from firms or individuals are due no later than Friday, April 10, 2026 at noon.

Black at g.black@manchester-vt.gov. or by phone at 802.881.2712.2.2 All RFP responses shall include the following:
- List of at least two (2) references.
- Any other information that the firm believes would be helpful to the Town in evaluating its Bid.
2.3 RFP responses shall comply with the following:
- If material other than closed-cell spray foam is proposed to be used, a description of the material proposed to be used in its place, and a description of its insulating values.
- Availability to start the project and proposed timeline.
Whenever the RFP response does not comply with these standards, the Bid should explain the reasoning.
2.4 Proposals shall be expressed as a lump sum.
3.0 The Town reserves the right to reject any or all Bids if it is in the best interest of the Town, as determined by the Town in its sole discretion.
