The Town of Bradford, Vermont is requesting proposals from municipal planning consultants experienced in assessing the needs of a municipality, making recommendations for changing the current zoning bylaws, and drafting the revised bylaws. The objective of this process is to produce an updated and revised zoning document that meets Vermont’s statutory requirements and that will allow orderly expansion of Bradford’s housing stock and economic development. The Town of Bradford’s population as of the 2020 census was 2790 residents.
Following is a suggested Scope of Work:
- Review Bradford’s existing zoning bylaws to identify any sections that are not consistent with recent changes in Vermont State Law.
- Attend a kick-off meeting (in-person) with the Planning Commission and any other interested residents or town employees.
- Attend occasional Planning Commission meetings as necessary (either by on-line conferencing or in-person meetings) for the consultant to update the Planning Commission and to exchange any information necessary to support the consultant’s development of the work product.
- Share working drafts of the zoning revisions with the Planning Commission throughout the process.
- Attend a final meeting (in-person) to present the final draft of the updated zoning bylaws.
Proposals shall indicate a budget and timeline for the project. Questions about this RFP should be directed to the Bradford Town Administrator: administrator@bradfordvt.gov. Proposals are due to be submitted to the Bradford Town Administrator no later than 4 pm on December 9, 2025.
