Salary Range: $105,000-$120,000.

Summary:
Police Lieutenant serves as the second in command of the Police Department. The Police Lieutenant is a working-managerial position, serving as a leader and collaborator in the community.
The Lieutenant will work collaboratively with both the Police Chief and have a direct day-to-day supervisor with a solid line of reporting. As directed, the Police Lieutenant performs administrative and management activities in overseeing the day-to-day and overall operations of the police department. Primary responsibilities include scheduling patrol and extra-duty details, maintaining the upkeep of current policies and procedures, and providing daily oversight of patrol and dispatch operations. The Police Lieutenant shall be Acting or Interim Police Chief if the need arises.
Essential Duties and Responsibilities:
The Lieutenant will be required to successfully develop the skills and competencies and show excellent proficiency and accountability for each of the “Essential Duties and Responsibilities” below. It is anticipated that the developmental and training period will last from six to twelve months to demonstrate mastery and excellent performance of each of the “Essential Duties and Responsibilities” outlined below.
- In conjunction with the Chief of Police, the Department’s Budget Team, and the Finance Department, to prepare and manage the police department’s annual budget
- Collaborates with the Chief of Police to prepare and manage the police department’s capital improvement plan
- Assist in the presentation of the department’s annual budget and capital improvement plan to the Town Manager and Selectboard
- Assist the Chief of Police in formulating and reviewing policy regarding public safety needs, review overall performance of the department, establish and administer disciplinary procedures.
- Supports contact between the police department and the area media in coordination with the Chief of Police.
- Ability to act as Officer in Charge, including investigations, evaluations, research, crime scenes, and staff/human resources supervision and management.
- Ability to carry out all essential duties of a Police Sergeant, Corporal, and Patrol Officer. Such as but not limited to becoming involved in motor vehicle law enforcement, traffic control, accident investigations, motorist assists, and supporting the Fire and Rescue Departments and other police agencies.
- Participate in the work of the department by patrolling areas of Shelburne and enforcing Federal, State, local laws, and Town ordinances through education and law enforcement.
- Handle calls for service, both civil and criminal in nature.
- Supervise and guide Police Officers, Corporals, and Sergeants in the performance of their duties.
- Provide leadership of patrol, investigations, traffic control, personnel training, and public relations for an assigned group of personnel as directed by the Chief.
- Assist in supervising or participating in investigations of theft, fraud, drug trafficking, etc.
- Assist in directing employees on designated shifts and work assignments.
- Review and approve reports of subordinates for accuracy and completeness.
- Prepare written reports, affidavits, logs, and other paperwork daily
- Participate in training and complete related training records.
- Maintain relationships with external agencies, such as the Department of Children and Families (DCF), Howard Center, Community Outreach Team, and others.
- Managing and monitoring of the patrol schedule.
- Manages performance evaluations of department staff in coordination with the Chief
- Make recommendations for commendations, remedial training, or disciplinary action to the Chief.
- Draft commendation letters, remedial action plans for approval by the Chief.
- Promote Community-Based Policing to improve public safety and community collaborations.
- After hours on-call as needed.
- Conduct Administrative and video reviews.
- Handle initial complaints of police misconduct or policy violations and refer them to the Chief.
- Conduct Internal Affairs Investigations when assigned by the Chief.
- Perform other related duties as required and directed by the Chief.

SUPERVISORY RESPONSIBILITIES
Provides guidance, priorities, and direction to Police Patrol Officers, Corporals, and Sergeants as a first-line supervisor. The Lieutenant will work collaboratively with both the Police Chief and have a direct day-to-day supervisor with a solid line of authority and accountability.

- Modern police techniques and practices in law enforcement, investigations, crime, and accident prevention

Experience:
- Minimum of 15 years of active law enforcement, or equivalent education, in a federal agency, or any other related criminal justice field.
- Vermont Criminal Justice Council certification is required within the first 6 months of hire.
- A valid driver's license is required.
- Education: A minimum of a high school diploma is required. A bachelor's degree in criminal justice or a related field is preferred.
Physical requirements:
Must be able to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, grasp, feel, talk, hear, listen, see, observe, and perform repetitive motions. An officer must be able to, at a moments notice, be able to control and retrain a violent suspect, run distances, lift heavy objects, stand in the rain, snow, or heat of the day for hours on end. Daily wear 20 to 25 pounds (or more) of gear designed to assist you with your job.
