Title: Accounts Payable/Receivable Specialist

Department: Finance Department

 

Nature of work: This position manages outgoing bills and invoices on behalf of the organization. These bills might include utility payments, product or inventory invoices, employee expense accounts and reimbursements. The AP/AR Specialist helps process, track, and record payments in an accurate, efficient and timely manner. 

 

Work Schedule: Monday – Friday; 37.5 hours per week (8:30 am – 5:00 pm)

Wage: FY’25 $24.06 per hour. FY’26 $24.78 per hour.

 

Supervision Received: Receives supervision from the Finance Director in collaboration with the Finance Account. 

 

Supervision Exercised: None.

 

Essential Responsibilities:

  • Perform general accounts payable functions, including the maintenance of accounting records and other related duties in the daily administration of the finance department.
    • Pay vendors by monitoring discount opportunities, verifying federal ID numbers, and resolving purchase order, contract, invoice or payment discrepancies and documentation.
    • Perform accounts-payable duties, such as verifying all invoices for payment, ensuring that expenditures are charged to appropriate accounts.
    • Maintain accounts payable master files.
  • Supports all town departments when establishing new vendor accounts. 
    • Establish credit accounts with new vendors and input vendor information into the accounts payable system.
    • Prepare and issue all 1099s annually.
    • Maintain records of financial documents with appropriate supporting materials; update records as necessary.
  • Responsible for receivables of checks, cash and credit cards paid to the Town. 
    • Assisting with utility bill and tax processing during peak collection season.
  • Assists the Treasurer as needed with deposits and accounts for payments of property taxes, water & sewer bills, and fees for other Town services. 
  • Generate Purchase Order as required.
  • Process the AP check run weekly, produce the Warrant for approval by the Town Manager and Selectboard.

Competencies Needed:

  • Proven experience in accounting or relevant positions.

  • Must demonstrate strong mathematics, accounting, computer and communication skills. 

  • Strong knowledge of general ledger, account reconciling and journal entries. 

  • Proficient in Microsoft Office Suite, with increased skills in Excel.

  • Ability to communicate effectively with the public, elected officials and other government agencies.

  • Able to establish and maintain effective working relationships with employees, other departments, and the public.
  • Must be able to work in a team environment and effectively in the absence of close supervision.
  • Demonstrate techniques and practices for dealing with individuals from various socioeconomic and ethnic groups in person, on the telephone and/or any form of communication. 
  • Must be able to communicate effectively verbally and in writing. 
  • Must be able to learn and retain instructions, policies and procedures and continue to learn new methods and stay current within the field.
  • Ability to actively support the town's diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.

 

Physical Demand: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential function of this position. While performing their duties, the employees must be able to communicate verbally or hear. The employee is frequently required to use hands or fingers, handle or feel objects, tools, or controls. The employee is occasionally required to stand, walk, sit, and reach or twist and is able to climb stairs. The employee may occasionally be required to lift or move up to 25 lbs. Specific vision abilities require the ability to read computer screens and printed documents, including close and distance vision, with the ability to adjust focus with or without correction. Hear in the normal auditory range with or without correction. Must tolerate moderate noise levels and interruptions in a moderate to fast-paced environment.

 

Work Environment:

Work duties are primarily performed in an office setting in a moderate to fast-paced work environment. Must be able to abruptly switch focus several times a day to address frequently changing priorities. Requires the ability to maintain mental focus within an open office atmosphere. Will be sitting, or standing while receiving, and directing calls with extensive use of a telephone, a computer and keyboard. Ability to work in a confined area (vault). 

 

Union Status: Union represented by Local 98; new hires are on a 1-year probationary period from date of hire or transfer.

FLSA Status: Non-Exempt Employee (hourly).
