The Town of Weybridge’s select board, based upon interest of its residents through a survey and community meeting, seeks an assessment of the facility to determine the feasibility of renovations to rehabilitate the Cotton Free Library to be used for small meetings and gatherings, both private and public, with also the possible consideration of continued use of a library, even if not in a traditional sense. 

Scope of Work:

  1. Review existing information on space (past renovations, 2024 building assessment, information from the Preservation Trust of Vermont and town records-Link to the 2024 building assessment: https://acrobat.adobe.com/id/urn:aaid:sc:US:2bcdd485-c56f-4b92-96c8-ee28c84a7b60
  2. Examine the current conditions of the building and site, including, but not limited to, site drainage, building structural conditions (roof, siding, doors, window, etc.) as well as foundation;
  3. Examine and determine the feasibility of constructing indoor plumbing and sites for septic (neither currently exists);
  4. Building code compliance;
  5. Evaluation and Plan for ADA Accessibility;
  6. Energy efficiency; 
  7. Conditions of various building systems such as electrical, heating/cooling, telecommunications, fire protection, etc.;
  8. Historic preservation considerations;
  9. Need for site improvements for parking, building access and esthetics;
  10. Provide reliable cost estimates for actions to rehabilitate the building;
  11. Any other evaluation that may seem necessary to determine the feasibility of the project.

 

Proposal Requirements:

  1. Short statement of interest and demonstration of understanding of the project;
  2. Scope of services and cost estimate, including specific activities and tasks to be performed, individuals to be involved and an estimate of hours associated with each;
  3. Proposed timetable for project tasks including estimated hours associated with each;
  4. Qualifications of the individuals who will be working on the project;
  5. Summaries of three or more relevant projects including the names and telephone numbers of references;

Selection Criteria:

  1. Experience and qualifications of the firm in respect to rehabilitation of the building. Experience in dealing with historic preservation and public buildings. 
  2. Responsiveness to the Request for Proposals;
  3. Qualifications of the consultant and team;
  4. The proposed schedule for completion;
  5. Assurance that the consultant can perform the contract within the time specified;
  6. Experience working with citizen committees;
  7. Content of the cost proposal, including the approach taken to develop the overall estimate of both costs and person-hours

 

Please note that a separate RFP is publicized for Weybridge's Old Town Hall, which is located next to the Library.  Weybridge is considering options for either building or both buildings as a project. Therefore, we are interested in proposals that include options for shared systems (septic, shared restroom, etc.)
