INTRODUCTION
The Town of Manchester, Vermont, is requesting proposals from qualified firms to provide services to locate and identify the best locations for telecommunication structures within the Town that will benefit the Town and wireless telecommunication providers.

The Town of Manchester reserves the right to reject any or all proposals submitted. Proposals will be evaluated by the Town based on the firm’s experience and reputation, understanding town's requirements, and price. During the evaluation process, the Town reserves the right, where it may serve in the Town and best interest, to request additional information or clarification from proposers. At the discretion of the town, firms submitting proposals may be requested to make oral presentations as part of the evaluation process.

NATURE OF SERVICES REQUIRED
The Town of Manchester, Vermont, desires the chosen firm to provide the following services:

- conduct meetings with Town representatives to review areas to locate telecommunication structures that will benefit the Town and telecommunication providers.
- coordinate discussions or meetings, either in-person or electronically, with four main carriers (Verizon, AT & T, T-Mobile, and Dish) or others that might provide service to the Town.
- discuss with the carrier representatives possible locations and areas that could house potential telecommunication facilities that would provide service to the Town and be suitable for the carrier.
- The identified locations should meet Town zoning requirements as well as any state or federal codes or other Town regulations.
- Prepare a property survey map showing the possible locations in a prioritized format with the benefits and detriments of each site listed.
- List a project timeline for completion of all requested services.

The Town does not anticipate spending in excess of $10,000 in local funds on this project. The final deliverables will include 6 copies of the completed summary report and an electronic copy of the report to the Town Manager's office. All documents shall be considered property of the Town. At the conclusion of the evaluation and report, the chosen firm will meet with the Selectboard to discuss the results of the report and explain any findings that are included.

DESCRIPTION OF THE GOVERNMENT

The Town of Manchester, VT has a population of approximately 4,500. The Town provides the following services for its citizens:
Police, Fire, Highways, Recreation, Planning and Zoning, Water/Sewer, Assessing and General Administrative Services (Manager, Town Clerk, Finance).

PROPOSAL REQUIREMENTS
Interested firms shall submit their proposal addressing two sections: the technical proposal and the cost proposal. The purpose of the technical proposal is to demonstrate the qualifications, competence and capacity of the firms seeking to undertake the project within the requirements of this request for proposals. The technical proposal should demonstrate the qualifications of the firm and of the particular staff to be assigned to this engagement. The technical proposal shall provide the following information:

- Background of the firm.
- Partner, supervisory and staff qualifications and experience.
- Similar engagements with other government or business entities.
- Specific approach to be used to conduct the project. The work plan should include a description of tasks, estimates of work effort, time budgets, and a detailed breakdown of responsibilities of all personnel.

The structure of the cost proposal should include:

- The cost proposal should include a “Not To Exceed” total project cost.
- A breakdown of costs.
- Out-of-pocket expenses included in the total all-inclusive maximum price and reimbursement rates.

- Progress payments expectations and interim billing plans, if any.

EVALUATION CRITERIA

The final selection of the chosen firm will be based on two criteria: technical qualifications and price. The technical qualifications will compare each proposer’s expertise and experience in providing similar services and the quality of the firm’s professional personnel who would conduct the analysis. Cost will not be the only factor in the selection of the firm. There is no expressed or implied obligation on the part of the Town of Manchester to reimburse responding firms for any expenses incurred in preparing or presenting proposals in response to this request.

The Town of Manchester reserves the right to retain all proposals and to use any ideas in a proposal, regardless of whether the proposal is selected. The Town of Manchester reserves the right to accept or reject any proposal, at their sole discretion, and to award a contract based on the best interests of the Town.
