General Purpose
To install, maintain, troubleshoot, and repair all types of substation equipment, supervisory control mechanisms, and remote switching devices. In addition, the incumbent will be responsible for maintaining, troubleshooting, repairing, and operating a 25MW gas turbine generator.

- Operate various technical equipment, such as but not limited to, a hypot tester, TTR tester, high voltage phase tracer, high voltage megger, etc.
- Install and maintain instrument transformers.
- Install, maintain, troubleshoot, and repair all substation equipment as well as an extensive inventory of high voltage switches, switchgear, and system control devices.
- Perform preventative maintenance on Department as well as customer owned electrical equipment.
- Proficient in the application and execution of the level II switching and tagging requirements.
- Install, maintain, troubleshoot and repair rotating electrical machinery.
- Keep accurate records and field notes.
- Assist in the installation and troubleshooting of fiber optic cables, equipment, and termination boxes.
- Assist in the installation and maintenance of computerized supervisory control systems and programmable logic controllers.
- Assist in the installation, calibration, troubleshooting and repair of electrical relaying, power systems, and accessories.
- Maintain and repair distribution transformers, switches, capacitors, and their associated controls.
- Complete monthly substation and bi-monthly major transformer inspections and reports.
- Perform high voltage taping and connections
- Inspect, maintain, troubleshoot, and repair all electro-mechanical, and electronic systems.
- Install, maintain, repair, and troubleshoot complex fuel handling control systems and boiler firing units.
- Operate and maintain various turbines (i.e., jet engines, gas expander turbines, hydro turbines, etc.)
- Perform the Gas Turbine (GT) on call responsibility on a rotating basis by responding to after-hour calls to qualify the GT to participate in the ISO-New England Forward Reserve Market (“FRM”).
- Assist other Department personnel in making system repairs.
- Notify the appropriate BED personnel of unsafe customer equipment and conditions.
- Accurately complete applicable paperwork (e.g., material sheets, work requests, work request, time sheets, system disturbance reports, vehicle repair reports, etc.).
- Assist in the training of new system technician employees.

Qualifications/Basic Job Requirements

- A high school diploma or equivalent is required.
- Satisfactory completion of a recognized apprentice electrician’s program is required.
- A valid Vermont Journeyman Electricians License is required.
- The ability to operate a 2-way radio system in compliance with all applicable FCC rules and regulations, and Department policies.
- Proficient in the use of distribution feeder maps.
- Proficient in the use of the lower controls of a bucket truck.
- Ability to wear safety equipment required (e.g., safety glasses, hard hat, rubber gloves, etc.).
- Familiarity with electrical schematic and wire circuit diagrams pertaining to single and three-phase applications is required.
- Basic knowledge of computers and PC-based applications.
- Must have a working knowledge of substation and gas turbine generating equipment.
- You must have a working knowledge of primary and secondary circuits and connections.
- The ability to splice and terminate fiber connections.
- The ability to work as a part of a team is required.
- Regular attendance is necessary and is essential to meeting the expectations of the job functions.
- The ability to understand and comply with city standards, safety rules and personnel policies.
- Experience with personal computers is required.
- CPR and First Aid certification are required, or the ability to obtain certification within three months from the date of hire.
- You must have working knowledge of the NESC, NEC, BED substation construction standards, and safety rules, and generally accepted electric utility practices.
- The ability to communicate effectively and to interact with co-workers and the public.
- A valid Vermont driver’s license is required.
- The ability to assist in planning and coordinating work assignments with other areas of the Department as required.
- The ability to work in and around energized, high voltage equipment, in accordance with all applicable safety rules.
- The ability to work in confined spaces.
- The ability to work overtime as needed is consistent with the provisions of the BED/IBEW Collective Bargaining Agreement.
