General Purpose

This position is responsible for directing the work of the Parking Services Coordinators and providing administrative support to the Parking Services Manager.

Union: American Federation of State County and Municipal Employees (AFSCME). 

Essential Job Functions

  • General
    1. Perform duties of a Parking Services Coordinator
    2. Provide direction and support to the Parking Services Coordinators
    3. Provide administrative support to the Parking Services Manager
  • Parking Services Coordinator Duties:
    1. Provide customer service to resolve to ticketing inquiries, including but not limited to, amounts owed, ticketing disputes, broken meters, scoff status, truck zones, etc.
    2. Respond to a variety of customer queries, including but not limited to, blocked driveways, sidewalks, lawn violations, abandoned vehicles, etc. and dispatch appropriate enforcement personnel and contracted tow vehicles.
    3. Act as “Ambassador” for DPW, carrying out work in a manner consistent with Department Mission and Vision.
    4. Coordinate with DPW divisions and other departments to ensure that Parking Services is aware of street closing notices, bagged meters, etc., to ensure that appropriate people know the action was properly posted.
    5. Sell on-street residential parking permits and issue visitor credentials, maintain and update on-street permit parking databases and process invoicing and payments for on-street permit parking.
    6. Sell off-street parking permits and validations for Lots and Garages, maintain and update off-street permit parking databases and process invoicing and payments for off-street permit parking.
    7. Provide parking sales support and permit management to businesses and other entities that purchase and/or otherwise provide parking to their employees.
    8. Maintain and update the residential parking permit database, including but not limited to, owner files, VIN numbers, citations, license plates, etc.
    9. Monitor daily Parking Compliance Agent activities and working with the Parking Services Manager, recommend shift assignments to optimize coverage.
    10. Data input violation license plate information for in-state and out-of-state vehicles, in order to connect the appropriate ticket, registration and owner together to ensure proper billing.
    11. Update customer information, including, but not limited to, address and vehicle registrations.
    12. Work with Parking Services Manager to determine customer scoff status and options to resolve scoff status.
    13. Work with customers, towing services and Parking Compliance Agents to resolve scoff/parking violations in progress and coordinate towing services as needed.
    14. Coordinate the dispatching of tow trucks to address all appropriate violations.
    15. Work with Parking Manager to analyze data and void qualified violation prior to billing.
    16. Run delinquent ticket billing program; print bills, and mail to customers.
    17. Process violation payments, verifying balance, ticket information and apply payment to appropriate ticket/vehicle, and/or manage payment/notice errors.
    18. Prepare daily deposits to appropriate account/agency and reconcile account information and amounts paid.
    19. Produce report to Parking Manager on daily receipts.
    20. Perform routine and as needed computer program installations and up-dates to desktop and handheld computers to ensure that unit is using most up-to-date platform available.
    21. Interact with internal and outside computer technicians to resolve computer problems as they arise.
    22. Provide disaster recovery work on computers as needed.
    23. Coordinate with local law enforcement and transportation agencies regarding vehicle ownership and registration.
    24. Provide general DPW customer service in coordination with the DPW Customer Service team.
  • Direct Parking Services Coordinators to:
    1. Provide day to day task management for Parking Services Coordinator
    2. Coordinate with Parking Services Manager on task priorities
    3. Coordinate and maintain CJIS certification records
    4. Support Parking Services Manager to:
    5. Assign and prioritize work tasks for the crew
    6. Develop work schedules for Coordinators, Agents, Ambassadors
    7. Oversee materials and equipment resources/inventory for Parking Services
    8. Prepare Budget Amendments for Parking and Traffic Division
    9. Prepare/process Purchase orders for Parking and Traffic Division
    10. Coordinate enforcement issues with the City Attorney’s office.
    11. Customer Service issue escalation for Parking Services Coordinators
    12. Financial audits for parking revenues
    13. Coordinate invoicing for parking products and citations.
  • Non-Essential Functions:
    1. Perform other duties as requested.

Qualifications/Basic Job Requirements

  • Ability to work with minimal supervision required.
  • Ability to obtain and maintain less than full service VLETS certification required.
  • Ability to operate in a Windows based environment with demonstrated experience in database management and keyboard operation required.
  • Must be able to learn and work in industry specific parking software applications.
  • Ability to interact courteously and professionally with co-workers and members of the general public at all times required.
  • Ability to deescalate and resolve customer service situations respectfully.
  • Ability to operate within Vermont State DMV and City parking regulations.
  • Ability to maintain positive working relationships with co-workers, members of the general public, and other City departments.
  • Ability to communicate both orally and in writing required.
  • Ability to work nights, weekends and holidays as required.
  • Upon conditional offer of employment, must be able to successfully pass a background investigation.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
