REQUEST FOR BIDS FITZSIMONDS ROAD BRIDGE REPAIRS

ISSUE DATE: AUGUST 19, 2024

  1. Introduction

The Town of Jericho, Vermont is seeking bids from qualified contractors for repair, stabilization, and mitigation work on the Fitzsimonds Road Bridge in Jericho, Vermont. This project is part of our efforts to restore and improve infrastructure following the recent natural disaster.

2.  Submission Instructions for the Competitive Bid Process

Proposals may be submitted electronically or physically. Electronic responses should be sent to Paula Carrier, Town Administrator, at pcarrier@jerichovt.gov. Physical submissions should be delivered or mailed to the Town of Jericho, in the care of Paula Carrier, PO Box 39, Jericho, Vermont 05465. Please clearly label your responses with the name of the contracting organization that is bidding as well as mark on the outside of the envelope “Sealed Bid”. Bids must be submitted to the Town on September 3rd by 3:00 p.m. Bid proposals will be reviewed on September 4th by the Town Administrator and the Road Foreman at the Town Hall and make their recommendation to the Selectboard for approval on September 5th, 2024.

The successful firm will provide satisfactory evidence of insurance before the award, including:

  1. Contractor’s Liability Insurance and Workmen’s Compensation in compliance with Vermont Statutory Limits.
  2. Contractor’s General Public Liability and Property Damage Insurance, including vehicle coverage issued to the Contractor and protecting him from all claims for personal injury, including death, and all claims for destruction of or property damage, arising out of or in connection with any operations under the Contract Documents. Whether such operations are by him or any Subcontractor under him, or anyone directly employed by the Contractor or Subcontractor under him. Insurance shall be written with a limit of liability of not less than $2,000,000 for all damages arising out of bodily injury, including death, at any time resulting therefrom sustained by any one person in any one accident, and a limit of not less than $2,000,000 aggregate for any such damages sustained by ten or more persons in any one accident. The Town of Jericho should be named as an additional insured.

    • Scope of Work: This project's scope has been separated into five parts to facilitate documentation, communication, and scheduling. The goal is to bring the Fitzsimonds Road Bridget back up to code and standards.

Scope of Work

The scope of work includes but is not limited to:

Part 1: Repair Fitzsimonds Road Bridge Bank

  • Armoring both inlets and outlets of the headwalls approaching the bridge and descending from the bridge. Depth, Length & Width
  • Cutting Asphalt from bridge joint to 50’ on both lanes

    Part 2: Backfill and compacting

  • – 12” or 1’ lifts of gravel compacted and backfilled

    Part 3: Bridge Joint Replacement of the Southwest Side of the Bridge 

    Part 4: Paving 50 feet from the bridge in length by 20 feet wide

    Part 5: Replacing/Realigning guardrails

  • 50’ of guardrail

Bid Requirements

Contractors interested in submitting a proposal should include the following information:

  1. Company Information
    • Company Name, Address and contact details
    • Brief related company history and relevant experiences
  2. Project Understanding
    • Description of the contractor’s understanding of the project and approach to completing the work regarding the scale of the damage, the nature of the response to a natural disaster, and with documentation for FEMA projects in mind.
  3. Detailed Communication of Work Plans
    • Due to the scope of the damage, continual communication to update and outline the proposed work plan, including timeline and milestones as work evolves.
  4. Cost Proposal:
    • Detailed breakdown of contractor rates to use in estimating costs, including labor, materials, equipment, and any other expenses
  5. References:
    • Contact information for at least three references from similar projects.
  6. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Experience and qualifications of the contractor
  • Understanding of the project and proposed approach
  • Quality and feasibility of the work plan
  • Cost-effectiveness
  • References and past performances
  • Ability to perform within the specified time limits
  • Ability to meet other terms and conditions, including insurance and bond requirements
  • Financial responsibility
  • Ability to create and supply detailed documentation of the project, including staff hours, tasks, materials, equipment, location, actions taken, permits required photos of before, during, and after work, and any additional information required by FEMA

 

  1. Terms and Conditions
  • The Town of Jericho reserves the right to reject any and all proposals
  • Contractors must comply with all local, state and federal regulations.
  • Any questions regarding the RFB must be submitted in writing to Paula Carrier at pcarrier@jerichovt.gov by September 2nd, 2024, by 3:00 p.m.
  • The Selectboard reserves the right at its sole discretion to reject any and all bids, wholly or in part, to waive any informalities or any irregularities therein, to accept any bid even though it may not be the lowest bid, to call for rebids, to negotiate with any bidder, and to make an award which in its sole and absolute judgment will best serve the Town’s interest. The Selectboard reserves the right to investigate the financial condition of any bidder to determine his or her ability to assure service throughout the term of the contract.
